Zelensky States Absence of Clear Security Pledge from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will defend Ukraine in the event of a future Russian attack.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to end the invasion, reportedly did not sign such a pledge at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the United States would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has not yet commented on the declaration made in the city of Paris.

President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "an essential component of our commitment to support Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we don't have such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And should they materialize, you still have to rely first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Last week, Zelensky said a peace deal was "90% ready".

Questions of land and defense pledges have been at the forefront of unresolved issues for diplomats.

Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Moscow currently controls about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with drones, albeit with varying degrees of effectiveness.
