Two individuals are now facing charges in connection with a luggage theft where a believed to be capsaicin spray led to people being hurt at London's Heathrow Airport.

Tyrone Richards, 31, and Anton Clarke-Butcher, 24, are accused of two counts of robbery and two counts of using a harmful chemical, according to official statements.

The charges follow an investigation into an attack at the multi-storey car park at Terminal 3 on the weekend. Prior to the attack, two female travelers had their luggage stolen after exiting a car park lift, according to law enforcement.

A toddler was caught up in the incident in the event. Several persons went to hospital for treatment and were later discharged.

The incident – which authorities stated was not part of a series and not being treated as terrorism – led to train delays and the temporary blocking of the Central Terminal Area tunnel and the T3 parking area for a short time.
